Having this same problem. The portalTV acts as a dominant device over the living room echo. The portal steams when asking to play a song instead of the echo, but the TV/reciever isn't generally on so its just silence. My kids/wife expect the echo to play. My solution that half works: in alexa app create a group and put the portal and echo in it. Select the echo as the preferred device.
It stops the portal taking over streaming but not answering every other alexa request.
